It is recommended to carry out in-depth extreme energy efficiency and promote energy conservation and emission reduction in the steel industry.
During the two sessions of the National people's Congress this year, Liu Huaiping, deputy to the National people's Congress, chairman of Kunyue Internet Environmental Technology (Jiangsu) Co., Ltd., and vice president of the China Environmental Protection Industry Association, put forward the proposal of "deeply carrying out extreme energy efficiency in iron and steel enterprises, promote energy conservation and emission reduction in the iron and steel industry."
Liu Huaiping suggested that iron and steel enterprises should be guided to find gaps in comprehensive benchmarking, encourage iron and steel enterprises to take advanced energy-saving and consumption-reducing technologies at home and abroad as benchmarks, and combine the newly released "List of Extreme Energy Efficiency Technologies in the Iron and Steel Industry" to find gaps and deficiencies, and formulate clear action plans to meet the standards. At the same time, give full play to the role of iron and steel industry associations, regularly organize experts to review enterprise energy efficiency index data and analyze existing problems, give guidance to the relevant issues of enterprises, so as to summarize the typical experiences and practices in the implementation process of energy conservation and consumption reduction, and organize enterprises with energy efficiency advantages to share their experience in benchmarking.
On the other hand, we should establish and improve the supervision and evaluation system of energy consumption and carbon emissions in the iron and steel industry, steadily promote the accounting, measurement, reporting, verification and evaluation of energy efficiency and carbon emissions of iron and steel enterprises, strengthen the daily monitoring of energy consumption and carbon emissions of enterprises, and establish and improve the supervision and accountability mechanism for violations.
At the same time, aiming at the common problems in the extreme energy efficiency engineering industry, we will cooperate with all parties in research and development, carry out pilot demonstrations of the industrialization of cutting-edge technologies, and continue to improve the energy efficiency level of the steel industry system; encourage the entire steel industry to promote the construction of a smart energy centralized management and control system to achieve Digital management, and gradually form a system based on efficient and economic operation, with the goal of system energy saving and consumption, fully drive the digital and intelligent construction of steel energy.
In addition, Liu Huaiping suggested that the competent departments at all levels should further increase the support of special financial funds for energy conservation and emission reduction, and give rewards or subsidies to iron and steel enterprises in the innovation, transformation and upgrading of energy-saving technology and equipment; Unrestricted or reduced production of enterprises that meet energy efficiency standards; give preference to enterprises that meet the energy efficiency standards in terms of tax reduction and exemption, green product certification, and project declaration; financial institutions are encouraged to provide products and services related to the digital transformation of steel enterprises.
