According to the plan, by 2025, the energy consumption per unit of industrial added value in the province will be reduced by more than 17% compared with 2020, the industrial energy efficiency level will be in the forefront of the country, and the level of green and low-carbon development will be significantly improved. The energy consumption per unit product in high-energy-consuming industries such as steel, cement, flat glass, oil refining, ethylene, caustic soda, and synthetic ammonia has all reached the benchmark level, of which the proportion of production capacity that has reached the benchmark level is more than 30%; the energy consumption per unit product in other high-energy-consuming industries The proportion of production capacity at the advanced level of energy efficiency is more than 30%.
The relevant person in charge of the Energy Conservation and Comprehensive Utilization Department of the Provincial Department of Industry and Information Technology explained that this plan clarifies six major tasks. In terms of accelerating industrial restructuring, it is strictly prohibited to increase the production capacity of high energy industries such as steel (steelmaking, ironmaking), cement clinker, and flat glass; for the proposed "two highs" projects with saturated industry production capacity, a reduction policy of no less than 1.2 times energy consumption must be implemented. In terms of promoting advanced energy-saving technologies, we will promote energy-using equipment such as high-efficiency and energy-saving boilers, motors, water pumps, fans, air compressors, transformers, etc., and pilot the construction of green microgrids. In terms of strengthening energy-saving service support, vigorously promote the contract energy management mechanism, encourage energy-saving technology service providers and green manufacturing solution providers to carry out "one-stop" services such as energy-saving design, technological transformation, operation and maintenance management for enterprises, and encourage the construction of regional-level carbon Efficiency monitoring platform.
